The Cradle of Civilization map packs are Firaxis-designed maps of real-world locations. You can play random leaders in these settings, or choose leaders appropriate to the history of these areas. The maps can also be opened up in World Builder, where you can even create specific scenarios.

In the world builder I set the scnario to raging barbarians with 8 players, and 10 CS (the team numbers for players and CS are set from 1 to 18). When I load the game as a scenario I find the ancient ruins but the barbarian camps are empty and stay empty. The Wonders of the Ancient World Scenario is a race between civilizations at the dawn of time. Each Civilization is competing to be the greatest builder of Wonders of the Ancient World. Play as one of the five civilizations and leave an indelible mark on history, or fade away into the dust of the past! The period of Classical Antiquity saw the rise of city states from Phoenicia, Greece, and later Rome and Persia. Their struggles all centered on the great sea in the 'Middle of the Earth,' hence the name Mediterranean. This map covers the entire Mediterranean basin including the nearby peninsulas and coasts where these great empires grew and prospered. First of all you'll need to download the Civilization V world builder itself. Open up Steam and head to the 'Tools' section of your games library, find Sid Meier's Civilization V SDK and install. A leader doesn't found the world congress, no one can be removed (I wish I could) and the events are terrible and totally unrealistic. This could have been so MUCH better. Imagine an actual leader comprised of 5 of the 10 civs demanding another non civ stop the manhatten project.
